You can get a free horse by visiting Chestnut Handy Stables, just outside the Imperial City. When you get here, go inside and talk to Snak gra-Bura; you get the option to ask, ‘you got anything useful for me?’ which adds the quest, Horse Armor.
Speak to her about wanting horse armor, and a horse too, and tell her you’re not fussy about the horse, you’ll take any! Snak gra-Bura will kit out her old horse with steel armor and give it to you, free of charge, also unlocking the option for her to outfit any legally owned horse with Steel or Elven armor for 500 gold.

Can you call your horse?
